The Telecom Regulatory Authority of India (TRAI) has launched the country’s first-ever Manual for Rating of Properties for Digital Connectivity, offering a standardised approach to measure how effectively buildings are equipped to support high-speed and reliable digital access.
The initiative comes at a crucial time, as over 80% of India’s mobile data is consumed indoors. Modern construction materials often weaken high-frequency 4G and 5G signals, creating challenges for users who rely heavily on digital connectivity for work, education, healthcare, and essential online services. TRAI emphasised that in-building network quality now plays a direct role in shaping user experience and overall service reliability.
A Standardised Evaluation Framework
The manual has been prepared under the Rating of Properties for Digital Connectivity Regulations, 2024. It sets a uniform methodology for Digital Connectivity Rating Agencies (DCRAs) while serving as a reference guide for developers, property managers, and telecom service providers.
The rating framework includes transparent parameters such as:
● Fibre-optic readiness
● Indoor mobile signal strength
● Availability of Wi-Fi access
● Broadband speeds
● Quality of overall user experience
Connectivity as an Essential Service
Speaking on the launch, TRAI Chairman Anil Kumar Lahoti said the framework represents a “decisive step towards making every building in India ready for the Digital India vision.” He noted that digital connectivity must be viewed at par with essential utilities like electricity and water, enabling citizens to fully participate in the connected economy and driving inclusive national growth.
Encouraging Developers and Empowering Consumers
The framework is also expected to encourage real estate developers to integrate robust digital infrastructure from the design and construction phase. By doing so, it will allow homebuyers, tenants, and businesses to make more informed choices based on reliable connectivity ratings of properties.
From Consultation to Final Framework
The regulations were first notified on 25 October 2024, followed by the release of a draft manual for public consultation on 13 May 2025. TRAI received inputs from 14 stakeholders, including telecom operators, infrastructure companies, consumer groups, and prospective rating agencies. One consumer organisation also submitted counter-comments during the process.
Based on the feedback, TRAI refined definitions, enhanced assessment parameters, and introduced stronger implementation guidelines to ensure credibility and consistency of the ratings nationwide. A detailed analysis of stakeholder inputs has been published on the TRAI website.

By introducing this rating system, TRAI has taken a pioneering step to make digital connectivity a measurable standard in real estate, ensuring that buildings are future-ready for the demands of India’s rapidly advancing digital ecosystem.
